Engine Officers - STCW 2010 Gap Closing Information and Guidance for Existing Mariners After 1 January 2017

Gap Closing for Engineering Officers (Management Level)

The USCG CFR-STCW final rule and related NVIC 02-14, REQUIRES all existing mariners with STCW Endorsement as Chief Engineer or 1st AE Engineer (2nd Engineering Officer) (STCW A-III/2 or A-III/3) to complete and submit the following USCG approved GAP Closing Training in order to remove STCW limitations and serve on vessels to which STCW applies:

  • Leadership and Managerial Skills - STAR Center's 5-day Leadership and Managerial Skills course meets this requirement. In accordance with the USCG's STCW 2010 FAQ website individuals who successfully complete the Leadership and Managerial Skills course also satisfy Leadership and Teamworking requirements.
  • Engine Resource Management (ERM)- (Unless previously taken)
  • Management of Electrical and Electronic Control Equipment (MEEC) (GAP CLOSING ONLY) Course- To receive STCW Management Level gap closing credit for this course, the mariner must already hold an MMC endorsement for Chief Engineer or 1st Assistant Engineer (2nd Engineering Officer) BEFORE taking this course. USCG approval of this course will expire 31 December 2016, which means officers who want to take advantage of this course to meet the gap closing requirements will need to have completed their upgrade to the management level, have completed this course and submitted their proof of meeting gap closing requirements to NMC before 1 January 2017. All other engineers who want to sail on a management level license or upgrade to the management level will be required to successfully complete a longer MEEC course that will include both the theory in the 1 week course and assessments of the tasks required in NVIC 15-14. That longer MEEC (Upgrade w/tasks) course is currently in development. It will be at least two weeks long. It is expected to be added to the STAR schedule in early 2015.

Gap Closing for Engineering Officers (Operational Level)

The USCG CFR-STCW final rule and related NVIC 02-14, REQUIRES all existing mariners with STCW Endorsement as Chief Engineer or 1st AE Engineer (2nd Engineering Officer) (STCW A-III/2 or A-III/3) to complete and submit the following USCG approved GAP Closing Training in order to remove STCW limitations and serve on vessels to which STCW applies:

  • Engine Resource Management- (Unless previously taken)
  • Evidence of meeting the Standard in Leadership and Team Working Skills- STAR Center's current ERM course includes this requirement. Anyone taking STAR Center's 5 day ERM course PRIOR to November 2013, should have the OICEW Leadership and Team Working Assessments completed onboard and submit the Record of Assessment to meet this requirement. The OICEW Leadership and Team Working Skills Assessment Guidelines and Record of Assessment documents (from NVIC 17-14) are located at the USCG NMC and STAR Center websites. Note: You do NOT need Leadership & Teamworking Skills training/assessments IF you complete the 5-day Leadership and Managerial Skills course.
