Deck Officers - STCW 2010 Gap Closing Information and Guidance for Existing Mariners After 1 January 2017
Gap Closing for Deck Officers (Management Level)
The USCG CFR-STCW final rule REQUIRES all existing mariners with STCW Endorsement as Officer In Charge of a Navigation Watch (OICNW)(3M and 2M) (STCW II/1) to complete and submit the following USCG approved GAP Closing Training in order to remove STCW limitations and serve on vessels to which STCW applies:
- Leadership and Managerial Skills - STAR Center's 5-day Leadership and Managerial Skills course meets this requirement. In addition, STAR Center's 5-day USCG approved Advanced BRM course is also approved by the USCG as meeting the Leadership and Managerial Skills requirement. In accordance with the USCG's STCW 2010 FAQ website individuals who successfully complete the Leadership and Managerial Skills course also satisfy Leadership and Teamworking requirements.
- ECDIS- Mariners who have completed STAR Center's USCG approved ECDIS courses in the past will not need to take additional training (Click here to link to the USCG ECDIS Bulletin).

The USCG CFR-STCW final rule REQUIRES all existing mariners with STCW Endorsement as Officer In Charge of a Navigation Watch (OICNW)(3M and 2M) (STCW II/1) to complete and submit the following USCG approved GAP Closing Training in order to remove STCW limitations and serve on vessels to which STCW applies:
- ECDIS- Mariners who have completed STAR Center's USCG approved ECDIS courses in the past will not need to take additional training (Click here to link to the USCG ECDIS Bulletin).
- Evidence of meeting the Standard in Leadership and Team Working Skills- Anyone completing
previous BRM approved courses that do not include specific leadership and team working credit on the course
certificate should have the OICNW Leadership and Team Working Assessments completed onboard and submit the
Record of Assessment to meet this requirement. The OICNW Leadership and Team Working Skills Assessment
Guidelines and Record of Assessment documents
(from NVIC 12-14) are located at the USCG NMC and STAR Center websites. Note: You do NOT need Leadership & Teamworking Skills training/assessments IF you complete the 5-day Leadership and Managerial Skills course.
