Module – Role of an Assessor

  • Slide 3 of 12- Note NVIC's are provided by the USCG specifically to assist with this process for the QA.
  • Slide 5 of 12- This information is given per NVIC 19-14 on Qualified Assessors
  • Slide 9 of 12- As a note, you are signing off and attesting to witnessing only the demonstration at the time of assessment as noted, to the standard for that task as designated in the Assessment Guidelines of the appropriate NVIC.
  • Slides 10 of 12- Within our organization, employers are generally not involved in assessments relative to a mariners USCG credential (or upgrade). As such, if questions of assessment validity or fairness come up the individual being assessed should look to other resources available to accomplish the task required. The above guidance is not intended for assessments required by or conducted on behalf of companies.

Module- Assessment Procedures

General Comment: As previously discussed USCG NVIC's provide detailed guidance on the conduct of task assessments required for various endorsements. This includes Assessment Guidelines which include a listing of all tasks required. Also included are:

  • Task No./Name
  • STCW Competence Knowledge, Understanding and Proficiency (KUP)
  • Performance Condition
  • Performance Behavior and
  • The specific Performance Standard which must be observed.

Slides 3 of 26- Assessment Guidelines are provided and defined by the USCG and should be used as the assessment worksheet when assessing to USCG STCW requirements for appropriate endorsements.

Slide 21 of 26- Feedback provided on this slide may be confusing in relation to the terms used as defined. With regard to USCG QA and STCW, Assessment Guidelines provide the specific guidance and information on how assessment can be conducted to meet USCG requirements. Records of Assessments are provided within NVIC's to document assessments completed.
