Qualified Assessor: Application Submission

How To Apply:

The National Maritime Center (NMC) provides a Qualified Assessor (QA) Submittal Checklist that may be used to input and forward the required information needed to request approval as a QA. The QA Submittal Checklist may be found by opening the Qualified Assessors tab on the Training Approvals page of the NMC website, found here.

The completed Qualified Assessor Submittal Checklist and any supporting documentation may then be e-mailed to the NMC at NMCCourses@uscg.mil for evaluation.

For all requests for approval or renewal as a QA, or modification of an existing approval, an applicant should supply to the Coast Guard, specifically to the NMC, at a minimum, the following information:

  1. The QA Submittal Checklist found here AND a résumé;
  2. Documentation of completion of a Train-the-Assessor type course or program OR equivalent military experience; OR explanation of experience performing assessments;
  3. Mariner Reference Number to establish your currently held MMC and endorsements;

AND

  1. Supporting documentation of
    1. Time spent at specific ratings, the type/size of vessel, and the method of propulsion that you have extensive experience with (ex. Mariner Discharges);

AND/OR

  1. Time performing under a professional credential and how it relates specifically to the marine industry (ex. Industry Certifications).

The NMC Qualified Assessor Submittal Checklist, along with any other supporting documentation, may be submitted electronically to NMCCourses@uscg.mil (our preferred method); OR mailed to the following address:

National Maritime Center Attn: Training and Assessment
Division NMC-2
100 Forbes Drive Martinsburg, WV 25404

The Coast Guard has issued a Navigation Vessel Inspection Circular (NVIC) 19-14 CH-2 that clarifies the responsibilities of and requirements to become a QA. It can be found on the NMC website, located here.

Mariners and other providers should contact the NMC Customer Service Center at IASKNMC@uscg.mil or 1-888-IASKNMC (427-5662) with any questions or feedback.
