Payment, Cancellation, Refund and Campus Policies

Course fees and dates subject to change. Lack of minimum number of students per course may necessitate cancellation of course. For individual students, a minimum of 50% deposit due upon application with balance for all fees for courses, lodging, etc. due on first morning of course. For companies sponsoring/paying for students, indicate purchase order number on application and include copy of purchase order when applying and supply a credit card until sufficient credit history is established. Companies will be invoiced for all fees, lodging, etc. upon completion of course.

Payment shall be due and payable 30 days from the date of the invoice (Due Date). Interest will be computed based on one full month's interest for each whole or partial month occurring after the due date. Interest will be compounded annually at the rate equal to prime, plus 2% as published in the New York Times at the time the interest is imposed.

No refunds issued 14 days or less prior to start date. The following cancellation/rescheduling policy shall apply. A cancellation or rescheduling of a course with less than forty-five (45) days advance notice will result in a billing of twenty-five percent (25%) of the per course fee; less than thirty (30) days = fifty percent (50%) billing; less than fifteen (15) days = seventy-five percent (75%) billing; and less than seven (7) days = one hundred percent (100%) billing. Any cancellation or rescheduling of courses must be done in writing. All applicable sales / other taxes will be added as appropriate. It is understood and agreed by and between STAR Center and the student and/or employing company that in agreeing to train and/or evaluate the deck, engineer, radio officer, or ratings/unlicensed (sometimes herein "Officer/Ratings/Unlicensed"), STAR Center makes no representations or express or implied warranties as to the fitness or ability of said deck, engineer, radio officers, or rating/unlicensed to serve in such capacities while actually employed aboard the vessels of his/her employing company or any other employer beyond certifying as appropriate that said Officers/Ratings/Unlicensed have satisfactorily completed the training which he/she and/or the employing company has contracted with STAR Center to provide for license issuance, license renewal , license upgrade or other training or certification in accord with applicable US Coast Guard or other governmental regulations or, international convention or treaty requirements as may be applicable.

I certify that I am at least 18 years of age and that I meet all the applicable flag administration medical/physical requirements and certify that I am in satisfactory physical condition to participate in the course(s) for which I am registered. The course, unless otherwise advised, will be taught in the English language. I certify that I am adequately conversant in the English language to complete the course requirements.

STAR shall not be responsible for delays resulting from acts of God, strikes, lockouts, disruptions in transportation, employee death, or any other cause that is outside the reasonable control of STAR. It is understood and agreed that if STAR becomes subject to a Hurricane Watch issued by the National Hurricane Center and it is determined that STAR has a reasonable chance of being impacted by the storm, scheduled classes may be cancelled immediately without penalty. Personnel attending class shall be required to evacuate the campus at the earliest opportunity and their onward travel shall be their own responsibility. Personnel will be invoiced for room and board charges accrued to the time of departure, where applicable. The canceled course will be rescheduled at the earliest opportunity.

The student and/or employing company shall indemnify, provide counsel and hold STAR Center harmless from any and all claims for damages or other judicial or arbitration relief which may be asserted against STAR Center training or performing any competency evaluation of said Officers/Ratings/Unlicensed.

STAR Center expressly reserves the sole and exclusive right to determine whether any student seeking admission or admitted to any course conducted by STAR Center, or subcontractor or joint venture, shall be admitted or continue to be enrolled in any such course because of prior misconduct or misconduct in the course, classroom or on or off the premises which, in the sole judgment of the Director or his designee, adversely reflects on STAR Center.

STAR Center Campus Policies

All Participants attending training at STAR Center must adhere to the following conduct policies:

(A) Classroom Conduct: All Participants must follow the following conduct policies while in the classroom:

(1) Attendance: All STAR Center courses and programs have a posted start-time and designated meeting place. Students assigned to courses will attend all hours of scheduled classes. Any Participant arriving to the designated meeting place after the start-time, or after the end of a scheduled break session, will be considered late. Any Participant arriving to the course’s designated meeting place five (5) minutes or more after the posted start-time will be considered absent. Participants who leave the course prior to its posted end-time, without approval from the instructor, are considered absent for the entire session.

Persons not registered at STAR Center will not be permitted into classes without explicit approval of the Director of Training.

(2) Conduct: All Participants engaging in unsafe, disruptive or inappropriate behavior will be removed from the course at the discretion of the instructor/staff and will then be required to appear before the Director of Training or their designee for disciplinary action. Unsafe, disruptive or inappropriate behavior may include, but is not limited to, inappropriate operation of tools and equipment, prohibited social interactions while class is in session, academic dishonesty, drug or alcohol impairment, absence or sleeping in class. Any misconduct that involves the harassment of, or discrimination against, any person may result in immediate expulsion from STAR Center.

(3) Cellular Phones: All Participants shall power down all cellular devices, including smart phones, or other smart wearables while the course is in session. Use of cellular devices are permitted during breaks.

(4) Dress Code: All participants must wear a collared shirt and closed-toe shoes, provided that certain courses may require a different dress code related to the nature of the course. Proper attire is also required in the dining area with no bathing suits or tank tops.

(B) Campus Policies:

(1) Conduct Outside the Classroom: All Participants should engage in conduct that is appropriate for professionals in the maritime industry at all times while on campus. Any misconduct is prohibited. Misconduct outside the classroom may include, but is not limited to, unsafe behavior, loud or large social gatherings, misuse of recreational facilities, use of illegal drugs or excessive alcohol impairment, criminal conduct, vulgar language, inviting or allowing unauthorized guests onto campus, and the mistreatment of others. Any misconduct that involves the harassment of, or discrimination against, any person may result in immediate expulsion from STAR Center.

(2) Special Restrictions and Instructions: All Participants must adhere to any special rules adopted by the Director of Training for addressing outside circumstances, including, but not limited to, hurricane watches or warnings, pandemics, public demonstrations, or criminal activity. All special restrictions and instructions shall be posted to www.star-center.com and/or distributed to Participants prior to arrival to campus or during their stay on campus. Any and all special restriction or instructions adopted by the Director of Training, such as curfews, are hereby incorporated by reference upon their adoption by the Director of Training.

(3) Use of Facilities: Use of the recreational facilities including, but not limited to, swimming areas, the Bracco building, galley, computer lab, and garden areas may be used only during the times of operation. Misuse of any equipment or furniture located within the facilities are strictly prohibited and any loss resulting from such misuse may be charged to the Participant.

(4) Dependents: Dependents under the age of 18 must be monitored at all times while on campus, including while in the lodging room, by the Participant or the spouse of the Participant.

(5) Smoking/Vaping: Smoking and vaping are prohibited inside the confines of the campus, except in designated areas. Such designated areas are marked by signage.

(6) No Pets: Pets are strictly prohibited, except for animals designated as service animals and which assist persons with disabilities. All Participants intending to bring a service animal to campus must complete the appropriate application form and submit all required documentation, and await approval from the Director of Training, prior to the arrival of the service animal.

(7) No Politics: No participant or instructor shall use their position or employment with any Employer, the Union, or the Plans to advocate any position or issue regarding the Union that could involve a vote of the membership while on campus.

(8) Internet: The use of illegal websites while using campus internet connections, including WiFi, such as file sharing websites, is prohibited.

(9) Solicitation:Products, services, or vendor activities is not allowed at the STAR Center.

(10) I.D./Security: AMO Plans/STAR Center student I.D. badge must be worn and displayed at all times while on premises. You must not use your I.D. badge to provide access to anyone other than yourself. You must report the loss of your I.D. immediately.

(11) Unauthorized Guests: No unauthorized guests are permitted on campus. All approved guests must be checked in and have a proper I.D./Visitors badge issued and displayed.

(12) Weapons Policy: Weapons are prohibited on campus. Unless otherwise stated below, the campus includes all indoor and outdoor areas on STAR Center property (including, but not limited to, lodging facilities and classrooms), notwithstanding whether the area is within or without of the perimeter gate or whether the area is part or not part of the main campus. Weapons include: (1) firearms; (2) knives (four inches or more in blade length); (3) metallic knuckles; (4) billies or other clubs; (5) mace or pepper spray (more than 2 ounces); (6) tear gas; (7) electronic weapons or other stunning devices; (8) explosives or incendiaries; (9) and any other object that would have required a permit to carry in the state of Florida prior to July, 1 2023 or that has no common purpose other than to inflict harm.

Authorized weapons are permitted in the MSC building only. Students will be issued an authorized weapon if enrolled in firearms training and the authorized weapon will be issued at the time for use during such training. No other weapon is permitted in the MSC building.

Participants and their authorized guests may store a weapon for which the individual is legally authorized to carry in a locked personal vehicle parked within STAR Center designated parking areas. The weapon must be contained in a locked case and hidden from plain view. Any person who is prohibited by state or federal law from possessing or carrying a weapon may not store any weapon in their vehicle while parked in STAR Center designated parking areas.

The STAR Center is not responsible for personal property; such property remains the responsibility of the individual student and shall be safeguarded and secured by the student at all times.

Registrant certifies that he/she meets all applicable flag administration medical / physical requirements and is in satisfactory physical condition to participate in the course(s) registered. Should the physical condition change between time of registration and actual course start date, registrant agrees to inform STAR accordingly.

I understand and agree that confirmation of a place for the course for which I am applying may not be final until two (2) weeks prior to the scheduled start date.
