Validity of STAR Center USCG approved course certificates
Enclosure (1) to NVIC 01-26, para 1, c.
The validity period during which an applicant may use a course completion to meet credentialing requirements is as follows:
- Any time limit prescribed by regulation, e.g. five years for the Tankship: Dangerous Liquids course specified in 46 CFR 13.201(c)(4);
- One year for courses that substitute for an examination given by the Coast Guard. Courses approved to meet the examination requirement for multiple officer endorsements may be used to meet the examination requirement for all endorsements covered by the course, if the course completion certificate is submitted within 12 months of the course completion. A course completion certificate previously submitted will not meet the examination requirement for a credential that has lapsed beyond the administrative grace period.
- Courses approved to meet competence requirements (assessments) and/or training requirements for original issue of the following STCW endorsements will be accepted if they were completed not more than 10 years prior to the date of application for the STCW endorsement:
- Electro-Technical Rating, courses specified in 46 CFR 12.611(a)(4);
- Officer in Charge of a Navigational Watch, courses specified in 46 CFR 11.309(a)(4), 11.319(a)(4), and 11.321(a)(3) except Radar Observer, Basic and Advanced Firefighting, Proficiency in Survival Craft (PSC), and Rescue Boats Other Than Fast Rescue Boats (PSC) or Proficiency in Survival Craft and Rescue Boats Other Than Lifeboats and Fast Rescue Boats (PSC-Limited);
- Officer in Charge of an Engineering Watch, courses specified in 46 CFR 11.329(a)(4) except Basic and Advanced Firefighting and PSC or PSC-Limited;
- Electro-Technical Officer, courses specified in 46 CFR 11.335(a)(4) except Basic and Advanced Firefighting and PSC or PSC-Limited;
- Chief Mate, courses specified in 46 CFR 11.307(a)(3) and 11.313(a)(3);
- Master, courses specified in 46 CFR 11.305(a)(3), 11.311(a)(3), 11.315(a)(3), and 11.317(a)(3) except Basic and Advanced Firefighting and PSC or PSC-Limited;
- Second Engineer Officer, courses specified in 46 CFR 11.327(a)(3); and
- Chief Engineer, courses specified in 46 CFR 11.325(a)(3);
- Courses for the original issuance or renewal of an endorsement as radar observer are valid for five years;
- Courses for basic firefighting will be accepted as is specified in 46 CFR 11.201(h)(1). Courses must have been completed within the past 5 years, or if completed more than 5 years before the date of application, the applicant must provide evidence of maintaining the standards of competence for STCW Basic Training as specified in 46 CFR 11.302(b), and 12.602(b);
- Courses for advanced firefighting will be accepted as is specified in 46 CFR 11.201(h)(1). Courses must have been completed within the past 5 years, or if completed more than 5 years before the date of application, the applicant must provide evidence of maintaining the standards of competence for Advanced Firefighting as specified in 46 CFR 11.303(b);
- Courses for PSC and PSC-Limited must have been completed within the past five years, or if completed more than five years before the date of application, the applicant must provide evidence of maintaining the standards of competence as specified in 46 CFR 12.613(b) or 12.615(b);
- Courses for First Aid and CPR required for original issuance of a national officer endorsement will be accepted if they were completed within the year prior to application for the endorsement, or if completed more than one year before the date of application, the applicant must provide evidence of maintaining the standards of competence for STCW Basic Training as specified in 46 CFR 11.302(b); and
- All other courses are valid for five years.
